The following words, terms and phrases, when used in this article, shall have the
meanings ascribed to them in this section, except where the context clearly indicates
a different meaning:
Transient merchant
means every person engaged in the retail sale and delivery of goods, wares or merchandise,
for the purposes of this article, unless their goods, wares or merchandise shall have
been assessed for taxation in the city during the current year.
