§ 8-19. Required to engage in operation.

No person shall engage or be engaged in the operation, conduct or carrying on of any trade, profession, business or privilege on any premises in the city or elsewhere in its jurisdiction without first obtaining a license or permit from the city in the manner provided for in this chapter. It shall be unlawful for any person, entity or business to engage in any activity, conduct or venture that is contrary to or in violation of federal, state or local law and no license or permit shall be issued.
