The provisions of this article shall not apply to apparatus and equipment installed
by or for any utility operating under jurisdiction of the state public service commission
in the exercise of its function as a utility and when such apparatus or equipment
is used primarily for the purpose of communication or metering, or for the generation,
control, transformation, transmission and distribution of electrical energy.
