§ 18-22. Finding of fact.

  • (a)

    The city has ascertained that certain flood hazard areas within its city limits are subject to periodic inundation which has resulted in the loss of property and created serious health and safety hazards, the disruption of commerce and governmental services, extraordinary public expenditures for flood protection and relief and impairment of the tax base, all of which has in the past and will if it occurs in the future adversely affect the public health, safety and general welfare.

    (b)

    These flood losses are caused by increases in the water level of the Great Lakes and by the cumulative effect of obstructions in areas of special flood hazards which increases flood heights and damage areas within the city limits and is a potential threat to life.
