Any person owning, keeping, harboring or having custody of any domestic animal over
three months of age within the corporate limits of the city must obtain a domestic
animal license as provided in this division; such person is hereafter in this section
referred to as "applicant."
(b)
A domestic animal license shall be obtained within 30 days after initially obtaining
a domestic animal over three months of age, except that this requirement shall not
apply to a nonresident owning, keeping or harboring a domestic animal within the city
for a period not to exceed 60 days.
