This chapter shall be liberally construed in such manner as to best effectuate its
purpose. In interpreting and applying the provisions of this chapter, they shall be
held to be the minimum requirements for the promotion of the public health, safety,
convenience, comfort, prosperity and general welfare. The provisions of this chapter
shall be construed if possible, in such manner as to make all provisions of this Code
consistent therewith; however, where an inconsistency or conflict cannot be avoided,
then the most restrictive of such inconsistent or conflicting provisions shall control
and prevail.
