This article has as its purpose the protection of the public health and safety by
abating and preventing pollution through the control of the quantity and quality of
wastewater admitted into the public sewer collection system of the city for transportation
to the publicly owned treatment works of the County of Wayne at Brownstown. Its further
purpose is to allow the city and the county and the South Huron Valley Wastewater
Control System to comply with all applicable, federal, state, and local laws and regulations,
particularly the regulations of the United States Environmental Protection Agency
(hereafter EPA) promulgated pursuant to the authority of the Federal Clean Water Act
of 1977, as amended, relating to uniform user charges.
