§ 38-1. Definitions.

The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

Department means the city department of public works.

Director means the director of the department of public works.

Premises means each lot or parcel of land, building or premises having any connection to the water distribution system of the city, or the sewage disposal system.
