§ 2-279. Duties and responsibilities.

  • (a)

    Coordinate and supervise all purchasing arrangements. The finance director shall coordinate and supervise all purchasing arrangements of all departments of the city, and with the aid of computer-assisted management or other technological or advantageous methods assures that the city is able to command volume discounts and other market economies through purchases made in cooperation with other state or local governmental units.

    (b)

    Further responsibilities. The finance director shall have the following further responsibilities:

    (1)

    Shall, under the direction of the city administrator, supervise and monitor all bidding procedures and maintain records of all projects or improvements submitted in addition to those otherwise more formally maintained by the city clerk, so that such are more readily available for further reference.

    (2)

    Shall, under the direction of the city administrator, exercise such delegated duties as deputy purchasing officer of the city and enforce the city's purchasing policies.

    (3)

    Shall, with the aid of new technology and audit procedures, develop such system of checks and balances relative to the operation of the city's finances that data pertaining thereto can be, subject to time constraints, made available when required during council deliberations.

    (4)

    Shall monitor the expenditure of all monies of the city and the expenditure of funds within the various departments of the city and report to the city administrator any expenditure in excess of the budgeted amount.

    (5)

    Shall, under the direction of the city administrator, develop, implement and maintain the system for the keeping of employee time records, including accumulated sick and vacation leave time, and all other contract obligations of the city relative to employee wages and benefits.

    (6)

    Shall actively promote and encourage economic development in the city in such manner as may be concurred in by the city administrator.

    (7)

    Shall coordinate all contracts between the city and any other party, public or private, including, but not limited to, collective bargaining agreements, contracts for services, purchase agreements and contracts between public entities in which the city has an interest, and maintain readily accessible data via computer print-outs where practical, and so as to prepare reports.

    (8)

    Shall perform such other duties impacting upon the finances of the city as may, from time to time, be delegated to such position by the city administrator.

    (c)

    Ex officio duties. The finance director shall become familiar with the operations and procedures of the city treasurer, and shall maintain close contact with that department's problems or difficulties, if and when encountered. In the event of emergency, or during the absence of the city treasurer, or the disability thereof, the finance director shall, when directed by the city administrator, assume and exercise the duties of the city treasurer for such period of time as such emergency, absence, illness or disability should continue, and as an imperative of the office of finance director hereby and by this section established.

    (d)

    Additional duties. The finance director shall have the following additional duties and responsibilities:

    (1)

    Assist the city treasurer in the powers and duties granted to that position.

    (2)

    Disburse all city funds in accordance with the provisions of law and the city Charter and shall sign or countersign all checks or warrants accordingly.

    (3)

    Be responsible for collecting and analyzing data required to assist the mayor in preparing the city budget and maintaining budget summary and monthly expenditures, so as to monitor that budget once it has been approved.

    (4)

    Be responsible for all payroll records and payments and to prepare and issue payroll checks.

    (5)

    Be responsible for reviewing all purchase orders for the proper amount, check numbers and making certain they are charged to the proper accounts.

    (6)

    Have proper checks prepared to pay all city expenses and disbursements.

    (7)

    Be responsible for deposit of all incoming monies in appropriate accounts; balancing of daily cash flow and transfer of monies from one account to another, as may be authorized.

    (8)

    Be responsible for investing of funds of the city.

    (9)

    Be responsible for preparing all reports pertaining to the financial condition of the city.

    (10)

    Exercise such additional duties and responsibilities which may be assigned by the mayor and council and the city administrator to effectuate the purposes of this division.
