§ 2-276. Purpose and intent.

This division is intended to accomplish a restructuring and reassignment of duties to respond to changing circumstances impacting on the prudent and proper management of the financial affairs of this city, and any other inconsistent provision of this Code is subordinate to this division, which shall be controlling as to any perceived or actual conflict otherwise appearing and shall be liberally construed to recognize and give effect to this stated purpose.
