§ 2-128. Rules for administration.
The city council, subject to the provisions of the Charter, shall from time to time, adopt such rules and regulations as it may deem expedient for the proper administration of the department and for the government of public safety officers of the city. Such regulations shall become effective 24 hours after posting in the office of the director of public safety. Such rules may establish one or more divisions within the public safety department, each of which divisions may be charged with performing one or more of the functions of the public safety department enumerated in section 2-127. It shall be the duty of all members of the public safety department to comply with such rules and orders while effective.
