§ 2-48. Duties and responsibilities.

  • The city administrator shall be directly responsible to the mayor and city council and shall report to them on a regular basis, as to the status of his various duties and responsibilities which shall include the following:

    (1)

    All duties and responsibilities assigned by the mayor and the council.

    (2)

    Shall supervise and coordinate the work of all administrative offices for the purpose of assuring the efficient and economical administration of city government.

    (3)

    Shall be the chief personnel officer of the city and shall assemble, coordinate and maintain all personnel files of city employees; and shall further be responsible for the recommendation of all new hiring in the city government and shall recommend the discipline, demotion and/or discharge of all city employees.

    (4)

    Shall be the chief purchasing officer of the city and shall be responsible for the enforcement of the city's purchasing policy; and shall further be responsible to develop and operate a system, to coordinate the purchasing of the several departments of the city and to establish a system of checks and balances relative to its operation.

    (5)

    Shall, with the assistance and cooperation of the city treasurer, develop a system of budgeting that complies with generally accepted accounting principles, that includes line item accounts as are necessary for the efficient and economical operation of the city and allows for the monthly reporting to the city council of the status of the budget.

    (6)

    Shall oversee the expenditure of all monies of the city and shall be directly responsible to the mayor and the city council to oversee the expenditure of funds within the various departments of the city and report to the city council any expenditure in excess of the budgeted amount.

    (7)

    Shall assist the mayor in the preparation of the annual budget and shall keep the mayor and the city council fully advised at all times as to the financial condition and needs of the city.

    (8)

    Shall have primary responsibility, with the aid and assistance of the city treasurer, to act as the federal grants coordinator for the city and as such shall actively pursue all federal, state and local grants available to the city.

    (9)

    Shall, with the aid and assistance of the city clerk, assemble, organize and establish a system for the maintenance and preservation of all city records, files and other data required to be kept by law.

    (10)

    Shall develop, implement and maintain a system for the keeping of employee time records, including accumulated sick and vacation leave time, and all other contract obligations of the city relative to employee wages and benefits.

    (11)

    Shall keep fully informed with respect to the administration of each administrative department of the city and shall receive from the various departments regular reports as deemed necessary for that purpose.

    (12)

    Shall recommend to the mayor and council methods and policies which will enhance or improve the operation and efficiency of the city government, including job duties and responsibility, changes in personnel, consolidation of positions, or any other change or modification deemed to be appropriate.

    (13)

    Shall receive and act upon citizen complaints and concerns and shall report to the mayor and council on a regular basis relative to the same and the disposition afforded each complaint.

    (14)

    Shall attend all meetings of the council and the meetings of such boards and commissions as are necessary to perform the duties and responsibilities of the position.

    (15)

    Shall be responsible for the coordination and the development of long-range planning and development of the community and shall have the authority to utilize the assistance of all city employees necessary to carry out this function.

    (16)

    Shall actively seek out and encourage economic development in the city and shall have the authority to do all things necessary to carry out this responsibility.

    (17)

    Shall be responsible to oversee, maintain and operate all city facilities through the appropriate department of the city.

    (18)

    Shall administer and coordinate all contracts between the city and any other party, public or private, including, but not limited to, collective bargaining agreements, contracts for services, purchase agreements and contracts between public entities in which the city has an interest.
