§ 26-25. Method of collection.

All collections of garbage or rubbish within the city shall be made by an independent contractor for the city until such time as the council may otherwise provide and the director shall establish schedules and methods of collection, provided, however, construction rubbish shall be removed from private properties by the independent contractor, and provided further, that construction rubbish resulting from work done by home owners or occupants of homes owned by residents of the city not under contract with an independent contractor may upon application therefor to the director be removed by special pickup service by the department of public works.
