§ 26-3. Scope.

The scope of this chapter shall include the complete control of the handling, storage, transporting and disposing of garbage and rubbish within the city by providing rules and regulations and establishing certain unlawful acts concerning the handling, storing, transporting and disposing of garbage and rubbish.
