It shall be unlawful for any person to operate a motor vehicle, motorbike, motor-cart,
snowmobile, air cushion vehicle, minibike or other vehicles that are not licensed
for use on highways, model planes and rockets and balloons in, on or over public school
property except when such operation is a school sponsored or permitted activity.
