Nothing in this article or any rule promulgated pursuant to this article shall be
construed to reduce, abate, alter, modify, amend, or affect any duty, or obligation
to preserve and protect the environment, including the combined downriver watershed
consisting of the Detroit River, Blakely Drain and Frank And Poet Drain Subwatersheds,
the Huron River Watershed and other waters of the state; to control soil erosion and
sedimentation; to protect wetlands; or to prevent air, water, or other pollution.
